Welcome to the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) Kansas City Field Division. Our Division is responsible for ATF criminal enforcement and industry regulatory activities in the states of Missouri, Kansas, Nebraska, and Iowa. Our dedicated work force is comprised of special agents, industry operations investigators, certified fire investigators, certified explosives specialists, forensic auditors, explosive enforcement officers, canine handlers, technicians, legal counsel, support staff, and contactors.

ATF is committed to reducing violent crime in our neighborhoods. ATF’s Kansas City Field Division special agents combat firearms violence by focusing their investigative efforts on armed violent offenders, career criminals, gun traffickers, violent gangs, and other criminal organizations. We also work in partnership with other state and local law enforcement throughout the field division to accomplish this mission.

Explosives and arson enforcement are an integral part of ATF’s overall violent crime reduction strategy. Highly trained ATF Special Agents combat arson and explosives-related crimes by conducting independent investigations utilizing ATF laboratories and cutting edge technology. Also ATF provides explosives post-blast training for local investigators and bomb technicians.

ATF also has the duty of regulating the firearms and explosives industries. Our ATF Industry Operations Investigators work to ensure that all firearms and explosives are stored, and handled in a safe manner as mandated by federal, state, and local laws.

MANHATTAN, Kan. – The large apartment complex fire that occurred on Sunday morning, Nov. 6, at the Strasser Village Apartments, 300 N. Fourth St., Manhattan, Kan. has been ruled an incendiary fire by investigators. Investigators concluded the fire originated in the northern section of the apartment complex. Sufficient evidence was recovered by investigators to eliminate all known potential accidental causes and determine the fire was intentionally set. The fire caused an estimated $2.7 million in damage to the Strasser Village Apartments. Total damage estimates to nearby businesses remain undetermined at this time but could exceed $2 million. St. Louis, MO – The United States Attorney’s Office announced today the indictments of Sandra Kay Bryant (formerly known as Sandra Kay Kemper), age 55, and Steven Henry Kemper, age 53, for their involvement in the November 16, 2001, arson of their home at 6682 Champana Lane in Florissant, Missouri. The Kemper’s 15-year-old son, Zachariah Andrew Kemper, was trapped in the basement and killed during the fire. The indictments were returned last week but remained sealed until earlier today.More »

COUNCIL BLUFFS, IA — On October 28, 2011, Eric Steven Blevins, age 26, of Norfolk, Nebraska, was sentenced for being an illegal user of drugs in possession of a firearm and ammunition, announced United States Attorney Nicholas A. Klinefeldt. United States District Court Judge James E. Gritzner sentenced Eric Steven Blevins to 15 months of imprisonment, to be followed by two years of supervised release. Judge Gritzner also imposed a $100.00 assessment for the Crime Victim Fund, and ordered the forfeiture of the seized pistol and ammunition. Blevins remains in the custody of the United States Marshal pending designation of the Federal Bureau of Prisons facility at which he will serve his sentence.More »

DAVENPORT, IA – Following his earlier guilty plea on June 25, 2010, Michael George Long, age 49, of Clinton, Iowa, was sentenced on June 30, 2011, to a total prison term of 140 months, announced United States Attorney Nicholas A. Jarvey sentenced Long to 94 months imprisonment for one count of conspiracy to distribute at least 50 grams of a mixture and substance containing cocaine base (crack), at least 500 grams of a mixture and substance containing cocaine, and a quantity of a mixture and substance containing a detectable amount of methamphetamine, and 46 months imprisonment for one count of possession of firearms in furtherance of drug trafficking, with the sentences to be served consecutively. COUNCIL BLUFFS, IA — On June 6, 2011, Jack Gregory Milledge, age 37, of Council Bluffs, was sentenced to 70 months imprisonment for being a felon in possession of a firearm, announced United States Attorney Nicholas A. Klinefeldt. United States District Court Judge James E. Gritzner imposed the sentence of imprisonment to run consecutively to, that is, in addition to, a sentence of 6–9 years imprisonment which Milldege is currently serving on a State of Nebraska burglary and theft charge. The judge also sentenced Milledge to three years of supervised release following his imprisonment, and imposed a $100.00 special assessment for the Crime Victim Fund. In sentencing Milledge, the judge noted Milledge’s extensive criminal history and the seriousness of someone with the defendant’s criminal history being in possession of a firearm. The defendant remains detained in the custody of the United States Marshal pending designation of the Bureau of Prisons facility at which he will serve his term of imprisonment.More »

COUNCIL BLUFFS, IA – On May 9, 2011, Gustine Evelyn Augustine, age 49, and Joseph Lynn Belt, age 36, of Pacific Junction, were sentenced for being prohibited persons in possession of firearms and ammunition, announced United States Attorney Nicholas A. Klinefeldt. United States District Court Judge James E. Gritzner sentenced Gustine Evelyn Augustine to 24 months of imprisonment, to be followed by two years of supervised release. Joseph Lynn Belt was sentenced to three years probation, to include 180 days of home detention except for maintaining his long-time employment. Judge Gritzner also imposed upon each defendant a $100.00 assessment for the Crime Victim Fund, and ordered the forfeiture of seven rifles and shotguns which were possessed by the two persons. Gustine Evelyn Augustine remained on pretrial release and supervision pending designation of the Federal Bureau of Prisons facility at which she will serve her sentence.More »

Easterwood, 28, Kansas City, KAN., are charged with conspiring to obtain firearms illegally by using straw purchasers to buy guns from licensed firearms dealers, U.S. Attorney Barry Grissom said today. Bailey and Easterwood, who is Bailey’s uncle, are charged with one count of conspiracy and one count of unlawfully transporting a firearm across state lines. Investigators have determined the fire was accidental.
