Welcome to Seattle Field Division, ATF’s largest geographic division in the country. We cover Washington, Oregon, Idaho, Alaska, Hawaii and Guam. Our dedicated work force is comprised of special agents, investigators, auditors, technicians and support staff.

ATF has the duty to regulate the firearms and explosives industries. Our goal is to ensure that all firearms and explosives are stored, handled and sold in a safe and legal manner. In the Northwest, this includes construction and mining industries who use explosives routinely in their business.

In addition to regulatory functions, the investigative priorities of the Seattle Field Division include firearms trafficking, gang violence, bombings/explosives and tobacco diversion. The modernization of our National Firearms Tracing Center and the National Integrated Ballistic Information Network has contributed to the success of these initiatives.

ATF Seattle is committed to reducing violent crime in our neighborhoods and has created a multi-agency Violent Crime Gang Task Force in partnership with state and local law enforcement agencies. Some of our more notable violent crime investigations have involved the Bandidos, East African Posse and Surenos gangs. Seattle is also home to the newest ATF Crime Gun Center.

ATF Seattle proactively investigates violations of federal law pertaining to firearms, arson and explosives. We work jointly with state and local fire departments and police departments in a myriad of complex investigations, to include serial arsons, fatality bombings and domestic/ international firearms trafficking.

December 29, 2011

A felon with a history of gun and drug crimes was sentenced today in U.S. District Court in Tacoma to 20 years in prison for being an armed career criminal in possession of a stolen firearm, announced U.S. Attorney Jenny A. Durkan. DANA LEON BROOKS, 38, of Pierce County was arrested after a high–speed chase in a stolen car. BROOKS was taken into custody when he slammed into another car when he ran a red light at an intersection. Fortunately, the innocent driver survived the crash. At sentencing, U.S. District Judge Ronald B. Leighton said the lengthy sentence was to protect the public and deter BROOKS from his conduct. More »

Spokane — The Justice Department announced today that Kevin William Harpham, 37, of Colville, Wash., has been sentenced to 32 years in prison for the placement of the improvised explosive device alongside the planned Martin Luther King Jr. Day Unity March held on January 17, 2011, in Spokane, Wash. Mr. Harpham will serve the rest of his life under court supervision after he is released from prison. More »

A Seattle man, who fled to Oregon after being charged with drug and gun crimes, was sentenced today in U.S. District Court in Seattle to 15 years in prison and five years of supervised release, announced U.S. Attorney Jenny A. Durkan. LESTER DANE BLANTON, 29, pleaded guilty September 9, 2011 to possession of methamphetamine with intent to distribute, and possession of a firearm during and in relation to a drug trafficking crime. The firearm charge carries a mandatory minimum sentence of 15 years in prison. At sentencing U.S. District Judge Ricardo S. Martinez told BLANTON, This is really tragic...You are a young man. SEATTLE – A former Los Angeles, California, man pleaded guilty in connection with the June 2011 plot to attack a military installation in Seattle, U.S. Attorney Jenny A. Durkan announced today. Walli Mujahidh, a/k/a Frederick Domingue, Jr., 32, pleaded guilty to conspiracy to murder officers and agents of the United States, conspiracy to use weapons of mass destruction and unlawful possession of a firearm. If the plea agreement is accepted by the court, Walli Mujahidh will be sentenced to between 27 and 32 years in prison, pursuant to the terms of the agreement. Following the prison term, Walli Mujahidh will be on federal supervised release for the rest of his life. Walli Mujahidh will be sentenced by U.S. District Judge James L. Robart on April 16, 2012. Anchorage, Alaska – United States Attorney Karen L. Loeffler announced today, November 29, 2011, that three people have been sentenced in federal court in Anchorage for felony violations of the Lacey Act for illegally selling and transporting walrus ivory and polar bear hides between July 2010 and April 2011. The defendants participated in a conspiracy involving marine mammal parts purchased in Savoonga, Alaska, transported to Glennallen, Alaska, and illegally sold and transported to non-Alaska-Native buyers in Alaska, Colorado, and other states and countries. One of the defendants was also sentenced for being a felon in possession of firearms and two of the defendants were sentenced for illegal possession of machine guns and possession of unregistered machine guns and silencer. BOISE — Julio Cesar Cardelas–Martinez, 37, an illegal alien living in Jerome, Idaho, was sentenced today to 97 months in prison for conspiracy to distribute methamphetamine and unlawful possession of a firearm by an illegal alien, U.S. Attorney Wendy J. Olson announced. Chief U.S. District Judge B. Lynn Winmill also ordered Cardelas–Martinez to serve four years of supervised release following his prison term and forfeit $20,000 in cash proceeds. BERNARD CURTIS DAVIS, 30, of Spanaway, Washington, was sentenced today in U.S. District Court in Tacoma to 210 months in prison and five years of supervised release for being a felon in possession of a firearm, for being a felon in possession of ammunition, and possession of marijuana with intent to distribute. DAVIS was convicted following a three day jury trial one year ago. At the sentencing hearing, U.S. District Judge Ronald B. Leighton said the long sentence was necessary to protect the public because DAVIS engaged in gratuitous violence against weaker victims. More »

BOISE – David Len Scruggs, 50, of Caldwell, Idaho, was sentenced in federal court in Boise today to 30 months in prison followed by three years of supervised release for unlawful possession of a firearm and possession of an unregistered firearm, U.S. Attorney Wendy J. Olson announced. Chief U.S. District Judge B. Lynn Winmill also ordered Scruggs to forfeit the firearms and any explosive devices he illegally possessed, with the exception of a family heirloom firearm and a firearm made in Idaho, which was not transacted in interstate commerce. BOISE – Six members of a Norteño, or Northside, street gang active in the Treasure Valley and four known associates were indicted this week by a federal grand jury, announced U.S. Attorney Wendy J. Olson. A fifth associate was indicted last month. The grand jury indicted the gang members and associates in ten separate indictments charging a total of twenty-seven counts of drug trafficking, six counts of unlawfully possessing firearms, four counts of possessing sawed-off shotguns, two counts of transferring sawed-off shotguns, and one count of possessing stolen firearms. Spokane — Michael C. Ormsby, United States Attorney for the Eastern District of Washington, announced that on November 2, 2011, Richard Lee Conn, 43, of Pasco, Washington, was sentenced to 235 months of imprisonment. On June 6, 2011, Mr. Conn pleaded guilty to being a felon in possession of a firearm. Because of an extensive criminal history, Mr. Conn was sentenced as a career offender. More »

A three month operation targeting violent repeat offenders in the White Center area of King County wrapped up this week with dozens of arrests and seizures of 68 guns, 51 lbs of methamphetamine, 2 lbs of crack cocaine and more than 10 lbs of powder cocaine. Two businesses that have been hubs for criminal activity were searched yesterday following extensive undercover investigations. Twenty-six defendants have been charged federally and another 27 face charges in King County Superior Court. Three federal defendants are still being sought. More »

Loeffler announced that an Anchorage man was sentenced in federal court in Anchorage to 96 months in prison for his convictions of possession of a controlled substance with intent to distribute and distribution of controlled substances. MEDFORD, Ore. – United States District Court Judge Owen M. Panner sentenced Joshua Kenneth Devore, 34, of Grants Pass, to serve four years in federal prison after he pleaded guilty to being a felon in possession of a firearm. Devore was allowed 60 days to report to prison. More »

POCATELLO – Don Ellingford, 46, of Shelley, Idaho, was sentenced today to 124 months in prison by Chief U.S. District Judge B. Lynn Winmill in Pocatello, following his conviction in February 2011 for possession and distribution of methamphetamine, U.S. Attorney Wendy J. Olson announced. Clemens, 29, of West Peoria, Illinois, was sentenced this week to 188 months in prison followed by five years of supervised release for possession of a firearm by a prohibited person, U.S. Attorney Wendy J. Olson announced. Clemens appeared on Monday before U.S. District Judge Edward J. Lodge at the federal courthouse in Pocatello. He pled guilty to the charge on May 3, 2011. More »

SHARLA RAE KLEMETSEN, 26, of Renton, Washington, was sentenced today in U.S. District Court in Seattle to five years in prison, three years of supervised release, and $22,579 for wire fraud, being a felon in possession of a firearm and aggravated identity theft. KLEMETSEN and her boyfriend, Shane Patrick Reaves, 32, were prolific traffickers of oxycodone obtained by fraud. Both were felons who were repeatedly caught illegally possessing firearms. At sentencing U.S. District Judge Robert S. Lasnik also recommended that KLEMETSEN receive drug treatment while she is incarcerated. More »

POCATELLO – Laura Elena Rosales-Sanchez, 30, a Mexican national residing in Rexburg, Idaho, was sentenced today to 15 months in prison for being an illegal alien in possession of a firearm, and three years of supervised release following her prison term, U.S. Attorney Wendy J. Ormsby, United States Attorney for the Eastern District of Washington, announced that Michael Joseph Navarro, age 31, a documented gang member from Wapato, Washington, was sentenced to 188 months in prison for being a felon in possession of a firearm. Navarro was sentenced last Friday and was previously found guilty by a jury in May of this year. More »

MATALEPUNA JUNIOR MALU, 23, of Everett, Washington, was sentenced today in U.S. District Court in Seattle to 30 months in prison and three years of supervised release for being a felon in possession of a firearm. MALU was arrested following a January 13, 2011, assault on his girlfriend. When police searched the residence they found a stolen .45 caliber semi–automatic handgun in MALU’s bedroom. MALU pleaded guilty to being a felon in possession of a firearm on May 20, 2011. At sentencing U.S. District Judge Marsha J. Pechman recommended drug treatment while he is incarcerated and told him, You have a lot of issues to work on. It’s going to take that long for you to get clean and sober. More »

Seattle, WA — The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) Seattle Field Division, together with the United States Postal Inspection Service (USPIS), the United States Department of Agriculture, Office of Inspector General (USDA–OIG), the United States Immigration and Customs Enforcement (ICE) and the Washington State Liquor Control Board (WSLCB), announced today a large scale law enforcement operation involving the execution of multiple search and seizure warrants in connection with the illegal trafficking of contraband cigarettes in Seattle and Western Washington. The ATF and participating agencies executed 14 federal search warrants for violations of federal law involving the illegal possession, sale and distribution of contraband cigarettes originating in Vietnam. Fifteen federal search and seizure warrants were also executed on vehicles identified as being utilized in connection with the illegal cigarette trafficking activities. More »

SEATTLE – Two men were arrested late last night and are charged by criminal complaint with terrorism and firearms related charges. The complaint alleges that Abu Khalid Abdul-Latif, a/k/a Joseph Anthony Davis, 33, of Seattle, and Walli Mujahidh, a/k/a Frederick Domingue, Jr., 32, of Los Angeles, took possession of machine guns that they purchased and planned to use in an attack on the Military Entrance Processing Station (MEPS) located on East Marginal Way, Seattle. Law enforcement has been monitoring Abdul-Latif and Mujahidh, including the weapons transaction, to prevent the attack and protect the public. More »

David Joseph Vonbargen, 48, of Fruitland, Idaho, and Donovan James Bolen, 21, of Payette, Idaho, were indicted yesterday by a federal grand jury in Boise on fire, explosives and stolen firearms charges, announced U.S. Attorney Wendy J. Olson. The eight-count indictment charges both defendants with conspiracy to use fire and explosive materials in the commission of a federal felony; conspiracy to maliciously damage and destroy a building; using fire and explosive materials in the commission of a federal felony; malicious use of explosive materials; depredation against government property; using a destructive device during and in relation to a federal crime of violence; possession of an unregistered destructive device; and possession of stolen firearms. An arraignment date has not been set. The charges arise out of the May 27 theft of firearms from the World’s Largest Pawn Shop in Fruitland. More »

Yakima – Michael C. Ormsby, United States Attorney for the Eastern District of Washington, announced that Aaron Lopez Garcia, age 32, of Yakima, Washington, was sentenced last Thursday to 120 months in prison for possession of a firearm by a felon and escape from federal custody. Aaron Lopez Garcia was sentenced to the maximum penalty allowed for these offenses; 10 years for possessing the firearm and 5 years for escape, both to be served concurrently. He will also be on court supervision for three years after his release from prison. Aaron Lopez Garcia was ordered to pay $2,385.33 in restitution to the City of Sunnyside. More »

OLIVER KING, aka, Hamid Malekpour, 35, of Vancouver, BC was sentenced today in U.S. District Court in Seattle to 70 months in prison and three years of supervised release for five counts related to the trafficking and possession of nearly two dozen firearms. KING was arrested May 19, 2010, after he traveled from British Columbia to McMinnville, Oregon and transporting 21 firearms back to the border region. After a five–day trial in January 2011, the jury found KING guilty of unlawful dealing in firearms, being a non–immigrant alien in possession of firearms, and three counts of making false statements to a government agency. At the sentencing hearing U.S. District Judge James L. Robart highlighted KING’s pattern of lying, including some incredible testimony KING offered at a pretrial hearing. More »

GIORGIO McKINNEY, 26, previously of Seattle, Washington was sentenced today in U.S. District Court in Seattle to five years in prison and three years of supervised release for being a felon in possession of a firearm. McKINNEY, who has ties to the Low Profile (LP) set of the Black Gangster Disciples street gang, was sentenced for a February 2009 incident where he led police on a high speed chase over the Alaskan Way Viaduct. While running from police McKINNEY threw a stolen firearm from the car. Police also found 183 tablets of ecstasy (MDMA) in the car. At sentencing U.S. District Judge Ricardo S. Martinez said McKINNEY has a habit of running from police, putting strangers – completely innocent people – in danger. More »

EUGENE, Ore. — On May 5, 2011, U.S. District Court Chief Judge Ann Aiken sentenced Rodney Alan Rookstool, 50, of John Day, Oregon, to 70 months in prison. He was also ordered to serve a supervised release term of five years. Rookstool plead guilty earlier this year to possession with intent to distribute more than 50 grams of actual methamphetamine. Anchorage, Alaska — United States Attorney Karen Loeffler announced today that seven Fairbanks residents were indicted by a federal grand jury in Anchorage for one count of conspiracy to distribute controlled substances, one count of possession with intent to distribute controlled substances, one count of possession of a firearm in furtherance of a drug offense and one count of maintaining drug involved premises. Also, there is a criminal forfeiture allegation to forfeit drug proceeds and facilitation. The four–count indictment names Brandon Haynes, 25, Willie Wilson, 26, Donte Edwards, 21, Anthony Gadsden, 36, Joe Powell, 25, Natasha Wolfe, 21, and Joleen Malamute, 27, all of Fairbanks, as the defendants. AJAN ESCUDERO, 31, of Kent, Washington, was sentenced today in U.S. District Court in Seattle to five years in prison and three years of supervised release for being a felon in possession of firearms. This is ESCUDERO’s second conviction for possessing a gun illegally. At sentencing U.S. District Judge Ricardo S. Martinez noted that ESCUDERO’s love of guns overcomes everything in his life.... KEVIN W. WILLIAMS, 45, of Chehalis, Washington, was sentenced today in U.S. District Court in Tacoma to Eight (8) years in prison and three (3) years of supervised release for nine federal felony charges related to his scheme to portray himself as a crime victim. WILLIAMS was convicted in September 2010, following a seven day jury trial before U.S. District Judge Robert S. Bryan. The jury deliberated about three hours before returning guilty verdicts on all counts: three counts of wire fraud, possession of a firearm without a serial number, destruction of letter box, two counts of possession of an unregistered firearm (pipe bomb and zip gun), extortion, and making a false official statement. At sentencing Judge Bryan said, Mr. Williams, you were a con–man of the worst order during the course of these events. I believe you are quite likely to do something again in the future. More »

EUGENE, Ore. – Brian Keith Fabbrini, 33, was sentenced today by U.S. District Judge Michael R. Hogan to serve two sentences of 48 months in prison for possessing child pornography and an unregistered pipe bomb. Fabbrini was also ordered to serve a 10- year term of supervised release following his release from prison. While on supervised release, Fabbrini must abide by a number of conditions, including restrictions on his access to computers, electronic devices, and the internet. He will also be prohibited from residing or being within 100 yards of places where minor children congregate. More »

WYATT ANTHONY BIRD, a/k/a Whacky, 31, of Tacoma, Washington, was sentenced Friday April 29, to 96 months in prison and three years of supervised release for being a felon in possession of a firearm. BIRD was arrested in July 2009, for violations of his state probation. Upon Bird’s conclusion of a sentence in an unrelated assault case, BIRD was federally indicted in August 2010 for illegally possessing the gun. He pleaded guilty in January 2011. At sentencing on Friday, U.S. District Judge Ricardo S. Martinez said it was Bird’s own choices that brought him to federal court. More »

SEATTLE – Four Washington State men have been charged in three separate indictments by a federal grand jury following a lengthy undercover investigation by the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) into illegal firearms sales at gun shows. Late last week, a federal grand jury in Seattle returned indictments against Roy Alloway, 56, of Belfair, Wash., for unlawful dealing in firearms. Kenneth Gussoni, 55, of Bremerton, Wash., and Mark Skiles, 46, of Belfair, were indicted for conspiracy to unlawfully deal in firearms and one count of unlawful dealing in firearms. Gussoni is also charged with possessing an illegal silencer and possessing a firearm with an obliterated serial number. David Devenny, 68, of Olympia, Wash., was indicted for unlawful dealing in firearms and two counts of selling firearms to a prohibited person. Devenny was arrested in November 2010, following the sale of a gun to a prohibited person working with law enforcement. More »

In the first of two indictments, Lonnie Vernon and his wife Karen Vernon are charged with conspiracy to murder a Federal District Judge and an Internal Revenue Service employee, threatening to murder the judge and the judge’s family, and conspiracy to possess an unregistered firearm silencer and grenades. Lonnie Vernon is also charged in the same indictment with illegally possessing a machine gun and possessing a firearm equipped with a silencer in furtherance of a federal crime of violence. Thirty members of the Brown Magic Clica, a Sureño street gang active in western Idaho and eastern Oregon, were indicted in federal and state courts last week. A federal grand jury in Boise indicted 13 people on March 9 in three separate indictments for conspiracy to participate in a racketeering enterprise, murder in aid of racketeering, attempted murder in aid of racketeering, assault with a deadly weapon in aid of racketeering, conspiracy to distribute controlled substances, distribution of controlled substances, and unlawful possession of a firearm. LOUIE ROY PABLO, JR., 52, a member of the Tulalip Tribes, was sentenced today in U.S. District Court in Seattle to two years of federal probation, including four months of confinement on work release and two months of home detention with electronic monitoring, for dealing in explosive materials without a license. PABLO operated a fireworks stand at ‘Boom City’ on the Tulalip Reservation in Snohomish County, Washington. In late June 2009, a search of the stand and a nearby storage container revealed hundreds of powerful illegal fireworks that are classified by federal law as explosives. KING was arrested May 19, 2010, after he traveled from British Columbia to McMinnville, Oregon and transporting 21 firearms back to the border region. After a five-day trial the jury found KING guilty of unlawful dealing in firearms, being a non-immigrant alien in possession of firearms, and three counts of making false statements to a government agency. United States District Judge Edward J. Lodge also ordered Villasenor-Cesar to forfeit drugs, manufacture materials and firearms. Villasenor-Cesar pled guilty last November to drug manufacturing and firearms possession charges. Villasenor-Cesar is a native of Michoacan, Mexico and had entered the United States illegally. BARQUET came to the attention of law enforcement in May 2009, when he sold crack cocaine to a person working with law enforcement. BARQUET engaged in the drug sales, during the same period of time when his brother, Cedric Barquet, was on trial for drug dealing. Cedric Barquet was sentenced last February to 12 years in prison. JOHN CLARKE HAMILTON was arrested in May 2010, after he fired shots at another person. Two months earlier, law enforcement officers had executed a court ordered search warrant at an apartment in Silverdale, Washington, and found a bag belonging to HAMILTON that contained packing materials, scales, a drug ledger, $5,000 in cash, a loaded Ruger, .45 caliber handgun, and approximately 280 grams of pure methamphetamine. When officers searched HAMILTON’s car after the shooting, they found another four firearms. More »

DAVID DEVENNY, 68, of Olympia, Washington, was arrested today after selling firearms to a convicted felon and a second prohibited person. According to the complaint, DEVENNY sold the guns to a convicted felon and a person with a domestic violence conviction. DEVENNY knew that both purchasers were prohibited from possessing firearms because of those convictions. Both the felon and the person with the domestic violence conviction were working with law enforcement at the time of the purchases in February and November 2010. At the time of the arrest today, ATF agents recovered 42 guns and $32,000 in cash. DEVENNY will make his initial appearance in U.S. District Court in Tacoma at 2:30 today. The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) announced today they will be conducting a large scale disposal operation of hazardous illegal explosives devices on the island of Saipan. Two highly-trained K-9 dogs from the federal Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) will help keep fans and players safe this weekend at Spokane Veterans Memorial Arena in Spokane, Washington.
