Davis FY-98-12 Date: June 30, 1998 Implementation of Public Law 104-208, Omnibus Consolidated Appropriations Act of 1997 WASHINGTON — The Bureau of Alcohol, Tobacco and Firearms (ATF) is issuing temporary regulations and a notice of proposed rulemaking to implement the provisions of Public Law 104-208, Omnibus Consolidated Appropriations Act of 1997, which amended the Gun Control Act of 1968. The temporary regulations implement the new law which makes it unlawful for individuals who have been convicted of a “misdemeanor crime of domestic violence” to ship, transport, receive or possess firearms and ammunition, and prohibits the sale of firearms and ammunition to such individuals. The new law also requires individuals acquiring handguns from Federal firearms licensees to certify that they have not been convicted of such a crime. Additionally, these regulations implement the provision in the law which allows Federal firearms licensees to engage in the business of dealing in curio and relic firearms with another licensee away from their licensed premises.
