- ATF has updated ATF P 5400.7, Federal Explosives Law and Regulations, online at Federal Explosives Law and Regulations. The revisions include changes stemming from the Safe Explosives Act, updated Questions and Answers, and new rulings. In early 2008, ATF will mail printed copies to all Federal explosives licensees and permittees and will have additional printed copies available from the ATF Distribution Center - 11/28/07
