Investigation Yields Arrest In Lebanon Bombing

Lebanon, TN — Richard Parker, age 49, of Lebanon, was arrested and taken into custody today. The intelligence gathered and evidence collected provided enough probable cause to arrest Parker for this double homicide stemming from the explosives incident occurring Monday at a residence. The case was presented to a Wilson County Grand Jury and they returned indictments for two counts of Felony First Degree Murder and two counts of Pre-Meditated First Degree Murder. Parker is also charged with a count of Unlawful Possession of a Prohibited Weapon.

This investigation is a collaborative effort between the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), Tennessee Bureau of Investigation (TBI), Wilson County Sheriff’s Office (WCSO), Tennessee State Fire Marshal’s Bomb and Arson Unit (SFMO B&A), and the Federal Bureau of Investigation (FBI).

On February 10, 2014, the Wilson County Sheriff’s Office responded to a call to 580 Vance Lane, Lebanon, Tennessee. Upon arrival, a male was found deceased and an injured female was airlifted to Vanderbilt Hospital. The deceased male is identified as John Setzer, age 74 and the injured female is identified as Marion Setzer, age 72. Marion Setzer subsequently died today.

This investigation is still active and ongoing. The exact circumstances surrounding this incident are still being determined.

ATF is charged with enforcing the federal explosive and arson laws, which include the National Firearms Act (codified at Title 26, United States Code, Chapter 53), the Organized Crime Control Act of 1970, Title XI, and the Safe Explosives Act of 2002 (codified at Title 18, United States Code, Chapter 40) and the implementing regulations (codified at Title 27, Code of Federal Regulations, Parts 479 and 555)
