The Bureau of Alcohol, Tobacco and Firearms (ATF) is announcing the availability of the Department of the Treasury’s Odor Recognition Proficiency Standard for Explosives Detection Canines. The standard has been revised using solicited input and recommendations from other Federal law enforcement agencies that use explosives detection canines. A copy of the standard is available to all interested persons.

In this notice, the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) advises federal firearms licensees and other interested parties of its current procedures regarding administrative hearings held as part of firearms license proceedings. The intended purpose of the notice is to ensure that federal firearms licensees and persons applying for a federal firearms license are familiar with the hearing process relative to the denial, revocation, or suspension of a federal firearms license, or the imposition of a civil fine. This notice does not contain any policy guidelines as to whether a notice of denial, revocation, suspension or fine should be issued.

Notice 32N — Delegation Order — Authority to Facilitate Implementation of the NICS Improvement Amendments Act of 2007 (134 KB)

This order delegates the authority to exercise the authorities and responsibilities committed to the Director of the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) under the NICS Improvement Amendments Act of 2007, Public Law 110–180 (NIAA). This authority is to establish and enforce the criteria that applicable Federal departments and agencies and states use to create qualifying relief from firearms disabilities programs, to make decisions as to whether applicable Federal departments and agencies and states have properly implemented and certified relief from firearms disabilities programs under the NIAA, and to make any related determinations under the NIAA regarding such relief from firearms disabilities programs.

Notice 3 — The Gang Resistance Education and Training Program (G.R.E.A.T): Availability of Financial Assistance, Criteria, and Application Procedure (165 KB)

Subject to the availability of appropriations, the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) intends to enter into cooperative agreements with State and local law enforcement agencies to assist them in providing the Gang Resistance Education and Training (G.R.E.A.T.) Program to school students. This notice also sets forth the intended funding priorities and criteria, as well as the application procedures that ATF will use to select, and award Federal funds to, State and local law enforcement agencies to deliver the G.R.E.A.T. Program.

The NICS Improvement Amendments Act of 2007 (NIAA) requires states, as a condition of grant eligibility, to establish procedures to allow persons with disabilities relating to mental health (i.e., prohibiting mental health adjudications or involuntary commitments to a mental institution) to obtain relief from such disabilities for purposes of firearms eligibility. The 33 states in this list have qualified relief of disability programs, under 18 U.S.C. §§ 922(d)(4), (g)(4), that ATF has approved.
