MADISON, WIS. -- A federal grand jury in the Western District of Wisconsin, sitting in Madison, returned the following indictments today. You are advised that a charge is merely an accusation and that a defendant is presumed innocent until and unless proven guilty.

MADISON POLICE OFFICER CHARGED WITH STEALING
GOVERNMENT PROPERTY AND BEING AN UNLAWFUL DRUG USER
IN POSSESSION OF FIREARMS

Andrew Pullum, 31, Verona, Wis., is charged in a two-count indictment with theft of U.S. government property and being an unlawful drug user in possession of firearms.
The first count of the indictment alleges that on December 17, 2015, Pullum knowingly stole $3,950 in U.S. currency which was the property of the Federal Bureau of Investigation.

The second count of the indictment alleges that on December 18, 2015, Pullum possessed 16 firearms, including 12 handguns, three rifles, and a shotgun, while being an unlawful user of marijuana and cocaine. Federal law prohibits users of controlled substances from possessing firearms.

Pullum was originally charged in a complaint filed in U.S. District Court on December 18, 2015, with the theft of the currency while on duty in the course of his employment as a police officer with the Madison Police Department. He made an initial appearance in federal court on December 18, and his arraignment is scheduled for Monday, January 11, at 9:00 a.m., before Magistrate Judge Stephen L. Crocker in federal court in Madison.

If convicted, Pullum faces a maximum penalty of 10 years in federal prison on each count. The charges against him are the result of an investigation by the Federal Bureau of Investigation, Bureau of Alcohol, Tobacco, Firearms and Explosives, and United States Attorney John W. Vaudreuil Western District of Wisconsin Madison Police Department. The prosecution of this case will be handled by Assistant U.S. Attorney David Reinhard.

GAYS MILLS MAN CHARGED WITH
CHILD PORNOGRAPHY CRIMES

Ricky Olson, 56, Gays Mills, Wis., is charged with distributing child pornography, receiving child pornography, possessing child pornography, attempting to use a minor to produce child pornography, and attempting to transfer obscene matter to a minor. The indictment alleges that he committed these offenses in February 2015.
Olson was arrested on these charges today in Crawford County.

If convicted, Olson faces a mandatory minimum penalty of five years and a maximum of 20 years in federal prison on the distribution and receiving counts; a maximum of 10 years on the possession charge; a mandatory minimum of 15 years and a maximum of 30 years for the attempted production charge; and a maximum of 10 years on the charge of attempting to transfer obscene matter to a minor.

The charges against Olson are the result of an investigation by the Federal Bureau of Investigation, Crawford County Sheriff’s Office, and Wisconsin Department of Justice, Division of Criminal Investigation. The prosecution of this case will be handled by Assistant U.S. Attorney Julie S. Pfluger.
