The Paperwork Reduction Act of 1995 requires agencies to publish proposed information collections in the Federal Register for public comment before an agency can use the process (generally a form) to collect information from the public. As required by the Paperwork Reduction Act, this notice provides 60 days for public comment on the revision of a currently approved collection. The proposed information collection pertains to the ATF Form 5 (5320.5) that is required to be completed by a person with a registered National Firearms Act (NFA) firearms who wishes to apply for permission to transfer and register NFA firearms. Approval of the application effectuates the registration of a firearm to the transferee. The transferee claims an exemption from the transfer tax by filing this application.
