The Paperwork Reduction Act of 1995 requires agencies to publish proposed information collections in the Federal Register for public comment before an agency can use the process (generally a form) to collect information from the public. The proposed information collection was previously published in the Federal Register on August 23, 2016. As required by the Paperwork Reduction Act, this notice provides 30 days for public comment on the revision of a currently approved collection. The proposed information collection pertains to ATF Form 7(5310.12), which is the application necessary to insure that persons who wish to be licensed to manufacture, deal, or import firearms meet all the requirements. Additionally, this form will be used by the public when applying for a Federal firearms license to collect curios and relics to facilitate a personal collection in interstate and foreign commerce. The information requested on the form establishes eligibility for all license types.
