The Paperwork Reduction Act of 1995 requires agencies to publish proposed information collections in the Federal Register for public comment before an agency can use the process (generally a form) to collect information from the public. As required by the Paperwork Reduction Act, this notice provides 30 days for public comment on the extension without change of a currently approved collection. The proposed information collection pertains to the Federal Explosives License/Permit (FEL) Renewal Application—ATF Form 5400.14/5400.15, Part III, that explosives licensees and permittees must file to maintain a valid license or permit, to continue engaging in the explosive’s material business, and/or transporting or buying explosives material in interstate commerce.
