The Paperwork Reduction Act of 1995 requires agencies to publish proposed information collections in the Federal Register for public comment before an agency can use the process (generally a form) to collect information from the public. The proposed information collection was previously published in the Federal Register on September 12, 2017. As required by the Paperwork Reduction Act, this notice provides 30 days for public comment on the extension of an existing collection. The proposed information collection pertains to ATF Form 3310.12 that requires Federal firearms licensees, who are dealers and/or pawnbrokers in Arizona, California, New Mexico and Texas, to report multiple sales or dispositions whenever the licensee sells or otherwise disposes of two or more rifles to the same person at one time or within any five consecutive business days with the following characteristics; (a) Semi-automatic; (b) a caliber greater than .22; and (c) the ability to accept a detachable magazine.
