The Paperwork Reduction Act of 1995 requires agencies to publish proposed information collections in the Federal Register for public comment before an agency can use the process (generally a form) to collect information from the public. As required by the Paperwork Reduction Act, this notice provides 60 days for public comment on the extension without change of a currently approved collection. The proposed information collection pertains to any person who sells, transfers, or ships for profit cigarettes and/or smokeless tobacco in interstate commerce, must register with ATF using the Prevent All Cigarette Trafficking (PACT) Act Registration Form—ATF Form 5070.1.
