The Paperwork Reduction Act of 1995 requires agencies to publish proposed information collections in the Federal Register for public comment before an agency can use the process (generally a form) to collect information from the public. The proposed information collection was previously published in the Federal Register on April 25, 2019. As required by the Paperwork Reduction Act, this notice provides 30 days for public comment on the revision of an existing collection. The proposed information collection pertains to the ATF Form 4 (5320.4) that is filed to obtain permission to transfer and register a National firearms Act (NFA) firearm. A transfer without approval and possession of an unregistered NFA firearms are illegal. The approval of the application effectuates the registration of a firearms to the transferee.
