The Paperwork Reduction Act of 1995 requires agencies to publish proposed information collections in the Federal Register for public comment before an agency can use the process (generally a form) to collect information from the public. The proposed information collection was previously published in the Federal Register on February 15, 2018. As required by the Paperwork Reduction Act, this notice provides 30 days for public comment on the extension of an existing collection. The proposed information collection pertains to ATF Form 5400.28, Employee Possessor Questionnaire, that is used to obtain information from persons employed in the explosives business or operations, who have to ship, transport, receive, or possess explosive materials. They are required to complete and submit an Employee Possessor Questionnaire form (ATF F 5400.28) to ATF in order to determine if they are qualified to be an employee possessor in an explosive business or operation.
