The Paperwork Reduction Act of 1995 requires agencies to publish proposed information collections in the Federal Register for public comment before an agency can use the process (generally a form) to collect information from the public. The proposed information collection was previously published in the Federal Register on April 5, 2018. As required by the Paperwork Reduction Act, this notice provides 30 days for public comment on the revision of an existing collection. The proposed information collection pertains to the ATF Form 5300.5 that is used when ATF determines that the Federal Firearms Licensee (FFL) has met the Demand 2 reporting requirements. The Demand 2 Program requires FFLs with 25 or more traces, with a time to crime of 3 years or less in a calendar year, to submit an annual report followed by quarterly reports of used firearms acquired by the FFL.
