The Antiterrorism and Effective Death Penalty Act of 1996 (the Act) was enacted on April 24, 1996. Section 732 of the Act mandates the Secretary of the Treasury (the Secretary) to conduct a study of: the tagging of explosive materials, rendering common chemicals used to manufacture explosive materials inert, imposing controls on certain precursor chemicals and, State licensing requirements for the purchase and use of commercial high explosives. On September 30, 1996, an amendment included in the Omnibus Consolidated Appropriations Act for Fiscal Year 1997 (Amendment) provided the necessary funding for the study and added a requirement that the Secretary, in consultation with the Attorney General, concurrently report to Congress on the possible use and exploitation of new prevention technologies.

The Bureau of Alcohol, Tobacco and Firearms (ATF) is announcing the availability of the Department of the Treasury’s Odor Recognition Proficiency Standard for Explosives Detection Canines. The standard has been revised using solicited input and recommendations from other Federal law enforcement agencies that use explosives detection canines. A copy of the standard is available to all interested persons.

The Bureau of Alcohol, Tobacco and Firearms (ATF) is issuing this notice: (1) To announce the release of ATF Publication 5400.7 (09/00), ‘‘Federal Explosives Law and Regulations—2000’’ and (2) to make certain technical corrections to that publication. The purpose of this publication is to serve as a guide to Federal explosives laws, regulations, and related information.

This final rule amends the regulations in part 20 of title 27 of the Code of Federal Regulations by eliminating the requirement for users and dealers of specially denatured spirits (SDS) to file a bond.

This final rule places ATF authorities concerning the exportation of liquors with the ‘‘appropriate ATF officer’’ and requires that persons file documents required with the ‘‘appropriate ATF officer’’ or in accordance with the instructions for the ATF form.
