ATF announced through the Federal Register our intent to initiate a new Demand Letter requiring the reporting of multiple sales of certain long guns by Federal Firearms Licensees (FFLs) in the four Southwest Border States. This form is a supplement to Federal Register, Vol. 75, No. 242, Friday, December 17, 2010. The purpose of proposing to require FFLs to report the specified multiple long gun sales in these four source states is to identify criminal firearms traffickers.

The PACT Act law went into effect on June 29, 2010. The PACT Act features several major components; it regulates the mailing of cigarettes and smokeless tobacco products to consumers through the U.S. Postal Service; Registration, Reporting, Delivery requirements, recordkeeping, List of Unregistered or Non-Compliant Delivery Seller’s; increases penalties to a felony up to 3 years imprisonment and gives ATF inspection authority to examine any records required to be maintained and any cigarettes or smokeless kept on the premises.

Advanced Origin and Cause/Courtroom Techniques (Course ID ARSON-CS-0002) (524 KB)
 
This program is designed to enhance the origin and cause investigative skills of the public service fire investigator. The goal of this course is to provide fire investigators with the requisite knowledge, skills and abilities to systematically determine the origin and cause of a fire and to be able to present these findings to a prosecutor and to a jury in all subsequent judicial proceedings.  It involves the in-depth study of fire dynamics, fire chemistry, electrical fire causation, burn pattern analysis and fire scene documentation. Instruction will be presented through classroom lectures and practical exercises. The curriculum involves fire scene processing with an emphasis on the practical applications of scientific knowledge. Students are required to process fire scenes utilizing the Scientific Method and “team concept” as well as prepare technical reports documenting their findings for use in court proceedings as an expert witness. A written test is administered at the completion of the course, as well as a final practical exercise, and a mock trial which is designed to prepare the student to testify as an expert witness. In order to cover the amount of material required for this course, completion of work assignments and studying after classroom hours will be necessary. The course is delivered at the ATF Fire Programs & Training Branch located at the National Center for Explosives Training & Research (NCETR) on Redstone Arsenal in Huntsville, Alabama.

This supplemental Part B of the ATF F 7(5310.12)/7CR(5310.16), Application For Federal Firearms License, is required to be completed by each Responsible Person (RP) who will be on a new Federal Firearms License.  The ATF Form 7(5310.12)/7CR(5310.16) itself only has space for 1 RP’s information; all additional RPs must complete and submit this form supplement.  This form supplement should also be used when adding responsible persons to an existing Federal Firearms license.  When submitting this form to add a Responsible Person to an already existing license, the form must be accompanied by a signed written request from a current/existing RP already on the license.  We cannot process a form to add an additional RP to an existing license without the express written consent from an existing RP on the license.
